Rockwall — The Rockwall City Council on Sept. 2 approved a resolution allowing the Rockwall Central Appraisal District (RCAD) to finish the second floor of the appraisal district’s building at 841 Justin Road at a cost not to exceed $500,000, and staff said the project will not affect the City of Rockwall’s budget or other taxing entities.
Kevin Passons, chief appraiser for the Rockwall Central Appraisal District, told council the second‑floor finish was planned when the building was built, and that earlier financing left the upper floor unfinished. He said the RCAD board passed a resolution Aug. 13 requesting authority to finish the second floor at a cost not to exceed $500,000 and that "the funds are available. There'd be no impact to the budget of the, city of Rockwall or any of the entities in in the county of Rockwall." Council approved the resolution unanimously.
Why it matters: The appraisal district provides property‑value and assessment services for the taxing entities in the county; finishing the second floor is an RCAD capital project. Council members commended the appraisal district for completing prior phases of the project and noted the resolution preserves the independence of RCAD finances while allowing construction to proceed.
Action taken: Council member moved to approve the resolution authorizing RCAD to finish the second floor; the motion passed unanimously.
