The Liberty Hill City Council on Aug. 27 authorized the city manager to hire a right-of-way agent to secure rights of entry and acquire easements for the South San Gabriel wastewater interceptor project. The motion, made after executive-session discussion and approved 6–0, directs staff to move forward to obtain necessary access and easements related to the project and associated development negotiations.
Todd Disher, an attorney representing the developers of the Mansions at Liberty Hill, addressed council in public comment before the executive session. “We are here to help. We’re here to provide any additional information,” Disher said, adding he had sent letters to the city attorney and was available to answer questions as the council considered easements related to wastewater service for the property.
After executive session, the council voted to authorize the hire of a right-of-way agent to pursue rights of entry and easements for the South San Gabriel wastewater interceptor. Councilmembers said the action was intended to enable the city to acquire necessary easements to extend wastewater service to developing properties and to move negotiations forward with the developer on a related development agreement.
The council’s action followed an executive-session briefing (citing Texas Government Code sections for consultation with city attorneys and real property discussion). The public record includes the developer’s offer to provide information and cooperate with city staff as the easement and service issues are handled.
