The Bridgeport City Council authorized the city manager to negotiate non‑substantive changes and sign a task order with KSA Engineers to produce a water-system model and report that will map the system, analyze current and future demands and recommend capital improvements.
K. Lanny Buck of KSA Engineers told the council the project will update water system maps, input current demands, and run 5-, 10- and 20-year demand scenarios so staff can identify capacity constraints and prioritize capital improvements. “It becomes a living model for you,” Buck said, explaining the software and outputs will show head loss, lines that are undersized and where investment will be needed.
The model will include plant pumping data, elevated storage tanks and booster pumps, and KSA said the results can be used to develop a capital improvement plan (CIP) and to evaluate impact fees for new development. Council members noted the timing is suitable because the city is discussing larger development proposals and wants to be able to assess water availability for growth. Susan Kauffman moved to authorize the manager to sign the task order; Matt Van Hoose seconded and the motion passed 3-0.
City staff said the deliverable will give a visual, color‑coded view of current and future system stresses and will be transferable to other engineering teams if the city changes consultants. The council described the item as a timely step to support planned development and long‑term system planning.
