Fredericksburg City Council approved conditional use permits and PUD activation for a roughly 70-acre residential development proposed by Continental Homes (D.R. Horton), allowing multiple lot types and neighborhood amenities.
Devin Kleinfelder, land development manager for D.R. Horton, presented the application and said the development would include three lot types (45‑foot, 60‑foot and an X type for community uses), trails, open space, mail kiosks and other neighborhood infrastructure. Staff said the PUD rezoning had been approved earlier and the conditional‑use step activates the allowed uses within the PUD.
The project plan in the packet showed about 337 buildable lots and three development phases. Kleinfelder described phasing that will extend Windcrest and construct primary road improvements in the first phase; the developer said irrigation packages will include rain sensors and xeriscaping for amenity areas.
Council members asked about irrigation standards, phasing, and water impacts. City staff said plumbing and irrigation work must be done by licensed contractors and that the city’s water master‑planning update will inform distribution and supply needs. City water staff said the development’s expected demand was less than 1% of annual city pumpage on average.
The council moved and approved the conditional use permit and PUD activations by voice vote. Staff noted that final plat approvals and civil construction reviews are required before building begins and that the development will proceed in phases.
Ending: With the conditional permissions in place, the developer may submit civil plans and preliminary/final plats for each phase; council retained review authority over those later steps and asked staff to ensure irrigation and landscaping standards and water‑use considerations are enforced during permitting.
