Chris (city utilities staff) told council the city solicited six statements of qualifications and recommended HDR based on experience. “This is not a 5- or 10-year study,” he said; the goal is to identify large, long‑range options and rank projects for planning and financing.
Council members asked about the value of consultant work and whether HDR’s recommendations would compel future contracts with the same firm. Staff said HDR’s role is advisory: any subsequent design or construction procurement would follow standard competitive processes and qualifications-based selection.
Council approved the selection by voice vote. The authorization allows the city manager to finalize terms and negotiate a contract not to exceed $100,000 to perform the long‑range supply analysis and recommend project priorities.
