The Historic Review Board on Tuesday denied a property owner’s request to replace deteriorated exterior siding on a medium‑rated resource at 311 East Travis with stucco and to paint pressed‑metal siding, but the board approved changing the color of three clapboard sides to Benjamin Moore 'Feather Down.'
Shelby, staff, reviewed the property’s history: the small structure was relocated and restored with prior board approvals, and the board previously required retention of at least the front‑facing pressed‑metal (often called “pressed 10”) as a character‑defining element. Staff cited standards in section 3.2.0.6 and other guidance that generally require retaining historic exterior wall materials and avoid painting historically unpainted metal surfaces visible from the right of way.
Applicant Michael Perez said the existing wood was brittle, insect‑ and moisture‑damaged in places, and that some cladding replacement was necessary. He proposed covering the damaged wood with stucco to match the main residence and repainting other elements for a consistent, finished look.
Board members argued for preservation of the pressed‑metal front as an important and relatively rare local material. Amy Slaughter moved to deny the stucco and to deny painting the pressed metal based on design standards 3.2.0.6(a) and (g); the motion was amended to permit repainting the clapboard areas on three non‑front elevations in the Benjamin Moore color proposed. The amended motion carried.
The board asked the applicant to retain and, where necessary, repair the pressed‑metal front element, to replace only deteriorated pieces in kind where repair is not possible, and to coordinate paint selection and any limited replacement material with staff.
