Resident alleges lack of notice on Inner/Ease Loop route change, urges city intervention with MPO

Robert Johnson, a Stone Creek subdivision resident, told the City of Bryan council he and other affected property owners were not properly notified about a multi‑jurisdictional road alignment change for the Inner/Ease Loop and urged the council to act to protect homes and property.

Johnson said the route was changed several years ago with approval by the City of Bryan Planning and Zoning Commission and that a city engineer, identified in the transcript as Matt Dawson Mather, told the commission that affected residents had been notified and offered a public input meeting. Johnson said that was inaccurate and that many residents living within 1,000 feet of the proposed alignment received no direct notice until they received a postcard in fall 2024. He said the MPO map had shown a route and that the local MPO head, Dan Rudd, described the route as arbitrary, but Johnson maintained the city engineer had portrayed the route as well planned.

Johnson asked the council to use its role on MPO committees and its influence to press county and regional officials to re‑examine the alignment or to stop the project as currently proposed, arguing that homes, ranches and land could be destroyed if the route proceeds. The council did not make a motion on the record to intervene; no county representatives spoke during the city meeting and the council did not announce formal next steps in response to the request.

Johnson asked the council to consider that public notice limited to website postings is inadequate and urged the council to require direct notification of affected property owners for such projects in the future.
