Chief Financial Officer Chris Brown (presenter) said the district recommends removing Budget Attachment A because it had become a single, lengthy attachment that sometimes allowed contracts to be renewed without sufficient board-level scrutiny. "By taking this conglomerate... we thought for transparency purposes it was better if things just started to come back through individually," Brown said, noting contracts above $35,000 would still come before the board.
Board members raised process concerns. Several asked the administration to guard against "piecemeal" contracting aimed at avoiding the $35,000 threshold and requested a timeline and clearer redline presentation of proposed changes. The board president said the district mission statement used at the start of meetings should align with policy language to include equity. Board members also asked for follow-up one‑on‑one meetings with staff to review curriculum changes, citing items such as required instruction on climate change, career development, road-worker safety for student drivers and handwriting/cursive instruction.
The committee also reviewed a revision that would define corporal punishment consistent with the Illinois School Code and remove older case-law examples such as slapping or paddling. A representative from the legal team said the revised language reflects statutory definitions rather than a prior list of examples. Board members asked for citations to the district’s professional agreements where policy text references collective‑bargaining provisions.
