Committee members also discussed two Tax Increment Financing (TIF) requests from the City of Rockford—the Maine and Mulberry redevelopment project and an expansion of the River North redevelopment TIF. Administration explained that TIFs typically “freeze” current property values so the district would not lose revenue during the TIF period and that any incremental revenue after redevelopment can benefit taxing bodies when the TIF expires.
Board members announced the district will initiate a formal superintendent search. A search consultant (identified in materials by name in the meeting packet) is scheduled to present a standard search contract at the next regular board meeting; the board indicated it will vote on whether to hire the consultant at that meeting. Board members said the search process will include internal and external stakeholder input, including listening sessions, and that additional listening sessions are available as an add‑on in the search contract; if the consultant services exceed $35,000 the district may need to publicly bid the work under procurement rules.
Board members expressed appreciation for the outgoing superintendent’s service; committee members asked the board to prepare questions for the consultant presentation and to consider community engagement in the search timeline.
