Rebecca, a county staff member who manages ARPA reporting, briefed the board on the county’s American Rescue Plan Act (ARPA) funds. She reported the county’s combined allocation from the State and Local Fiscal Recovery Fund (SLFRF) and the Local Assistance and Tribal Consistency Fund (LATCF) totals roughly $6.1 million; she said roughly $4.6 million has been spent.
Rebecca provided a line-item overview: LATCF funds (about $321,000) are fully allocated and spent; the county currently holds about $1.1 million in actual cash, and the unallocated balance — funds not yet assigned to specific projects — is $847,005.79. She noted that by the end of calendar year 2024 the county had to “obligate” its allocation for allowable purposes (the county counted its allocation against the lost-revenue standard allowance). The obligation deadline differs from the final spending deadline, which Rebecca said extends to 2026 for government expenditures tied to lost-revenue calculations.
Rebecca also said Mudlick Ambulance de-obligated about $80,000 after spending only a portion of an allocated $300,000 request, and Central Fire had about $15,000 remaining that it intends to spend. The sheriff’s office had a recent allocation of $271,05 (noted in the meeting). Staff emphasized the need to allocate the remaining funds to projects that will allow the county to avoid an additional single-audit threshold in future years; Rebecca said spending plans for parks and a fairgrounds project are among potential options under discussion.
No appropriation was approved during the briefing; staff requested more time to present detailed project proposals and cost estimates for the unallocated funds. Rebecca said the next ARPA annual report is due in April and that staff will continue to prepare required reports.
