Jefferson County solid-waste staff briefed the board on progress recertifying the landfill operations plan, ongoing tire processing and questions about compaction standards raised during the review.
Staff said they are on item five of the recertification process and requested written clarification from the state or health department about an apparent new expectation to cover or compact bulky materials daily. The county's operations plan places certain bulky materials away from wind-exposed areas; staff said those materials are non-wind-blown (concrete, bulky inert materials) and argued daily cover would be impractical and expensive. Staff said they would prefer paper-trail confirmation from regulators rather than a single Zoom call and plan to proceed cautiously while preserving records.
Solid-waste staff reported progress on a tire de-rim project: crews have processed roughly half the pile of tires with rims; staff estimate they will be able to remove rims from about 95% of tires. Staff said removing rims reduces disposal weight and recovers scrap value. Staff also noted facility maintenance issues (mud, drainage) and suggested possible paving near scales and shop access to reduce tracking and improve operations.
The board acknowledged the operational and regulatory concerns and indicated staff should continue the paper-trail approach with regulators and bring any required changes for formal consideration. No regulatory enforcement action was announced at the meeting.
