Jefferson County commissioners took a series of administrative actions during their regular meeting, approving a small-business credit card for a new maintenance supervisor, multiple property tax exemptions for churches and nonprofits, certificates of residency for several students, authorizing a survey on a drain line, and holding required executive sessions.
Credit card for maintenance supervisor: County finance staff requested board approval for a county credit card for a newly appointed maintenance supervisor with a recommended limit of $1,000 to cover routine purchases and temporary higher limits for travel. A commissioner moved to approve the request, it was seconded and the board approved the $1,000 limit on roll call.
Board of Equalization: The board convened as the Board of Equalization per statute, found no matters to act on and recessed the equalization board until next month.
Property tax exemptions: The board approved a series of property tax exemptions (many at 100%) for faith-based and community organizations. Motions were made and seconded for each parcel; roll-call votes recorded ayes. The parcels and recipients recorded in the meeting record included (as read on the record): Kelly Canyon Ski Patrol (Parcel LR04N41E284002), Rigby Area Senior Citizens (RPA00000182347), Rigby Community Presbyterian Church (RPA0005010005E), Roberts Community Church (0221019024A and RPD022102001A), Roman Catholic Diocese of Boise (RPD0221006024A and RPC000002001600), West Jefferson Lion Club (RPC00000179303), West Jefferson Senior Citizens (RPC00000179509), Bethel Independent Baptist Church (RP04N38E130621), Community Baptist Church of Mud Lake (RPC0000213020 and RPC0000213050), and EICA Partnership Incorporated (RPD320991 and RPD95010010). For records, the board noted most of the exemptions read that morning were 100% exemptions; one partial exemption was also on the agenda.
Certificates of residency: The board approved certificates of residency for the 2025 spring semester for students applying to the College of Eastern Idaho, College of Southern Idaho and College of Western Idaho; individual student names were read into the record (e.g., Jada [last name not specified], Arie Brazier, Joshua Briggs, Kaylee Peterson). The board moved and approved each certificate by roll call.
Commissioner minutes and administrative motions: The board approved commissioner meeting minutes for 01/21/2025 by motion and roll call.
Survey authorization: After an executive session earlier in the meeting, commissioners authorized Thompson to perform a survey on a county drain line. A motion to engage Thompsons for the survey was made, seconded and approved on roll call.
Executive sessions: The board recessed into multiple executive sessions under Idaho code (personnel 74-206(b); records exempt from disclosure 74-206(d); and discussions under 74-206(c)), returning to open session each time. Commissioners said no final decisions would be announced in open session on the personnel matters discussed.
Adjournment: The board recessed and later adjourned the meeting by motion.
