County department heads report winter operations; commissioners go into executive session and tour solid-waste and road facilities

Department heads at the Jefferson County elected-officials and department-heads meeting gave routine operational updates across several departments and highlighted items for the coming weeks.

Joseph Seguin, University of Idaho Extension, said 4‑H is active with day camps and programs and that staff are organizing spring educational classes; he described efforts to certify shooting-sports trainers. "4‑H is going really strong," Seguin said. Mitch, from Jefferson Noxious Weed and Invasive Species, said the county will hold its public auction March 12 (moved from an earlier date) and is preparing staff for a Boise conference and legislative outreach.

Treasurer Christine Lund said staff are preparing for warrants of distraint to issue around Feb. 1 and are scheduling tax‑deed hearings tentatively for mid‑May; she said the office is working 51 properties from 2021 and aims to reduce tax deeds. Assessor Jessica Roach noted property tax reduction and veterans' 100% disability programs started Jan. 1 and the office is processing applications. Martin Jones (parks) reported a robust youth basketball program and an upcoming lottery drawing on Feb. 4 for program placements.

Road and Bridge reported using a light winter to do shoulder and sand cleanup work and preparing trees and equipment for spring. Staff and commissioners discussed de‑icing products (magnesium chloride vs. salt), the new salt‑brine truck parts purchases and supply‑stocking practices. Human Resources Director Rebecca Squires reminded supervisors to notify HR about employees out more than two weeks for FMLA processing and said she is preparing a FEMA grant application to update the county's all‑hazards mitigation plan and will invite cities to participate.

The board moved into executive session under Idaho Code §74‑206(1)(b) to discuss personnel matters; the clerk recorded the motion and second and the session began. The board returned to open session and reported no action items but said they discussed filling the county compliance officer position and had some ideas but no decision.

After the meeting, commissioners and staff toured the Circular Butte landfill, the Mud Lake building (reviewing its potential for 4‑H or other uses), a crystalline pit expansion and the County Line landfill to assess shop, shelter and utility needs. Commissioners instructed staff to gather utility maps and coordinate with utilities and contractors for intersection signal and infrastructure plans.

Why it matters: routine operational updates inform commissioners' budgeting and oversight; the executive session addressed a personnel vacancy (compliance officer), and the site visits review county facility needs that could require future capital or operating decisions.

The board recessed and then adjourned after the facility visits.
