Sitting as the Boulder County Housing Authority Board of Directors on Aug. 26, commissioners approved a friendly amendment to the special limited partnership (SLP) development participation policy, changing the mission statement to say the Boulder County Housing Authority "provides quality affordable housing and related services for low and moderate income residents of Boulder County."
Commissioners discussed whether the mission language should use "residents of Boulder County" alone or explicitly include "low and moderate income." Susana Lopez Baker, Boulder County Housing Authority executive director, told the board the addition of "moderate" was appropriate and noted HUD adoption of state admission guidance referenced in the packet.
Board members also discussed section 3.3 of the participation policy, which addresses board approval versus staff signing authority for closing documents. Attorney Kate Burke of the county attorney's office and staff clarified that the annual signing-authority resolution (referred to during the meeting) is the established mechanism for delegating signature authority; the policy language reiterates that the board must approve SLP deals but does not itself create new delegation. Commissioners accepted staff's explanation and agreed redundancy was acceptable.
The board voted to approve item 4a with the friendly amendment and moved the resolution from consent to discussion at the start of the meeting; commissioners were unanimous in voice vote. Staff said processes for delegating signing authority are contained in the county's annual signing-authority resolution and that any building-permit or closing signatures will follow existing procedures.
