The council adopted a 3% sewer rate increase that changes the inside-city per‑unit monthly rate from $46.32 to $47.71 and the outside‑city per‑unit monthly rate from $78.74 to $81.10; staff said the sewer fee change takes effect July 1 to align with ongoing wastewater master‑plan work and to mitigate a larger later increase.
The administrative section also includes a new $1,000 procurement protest filing fee tied to local contract review board rules; staff explained that the fee is intended to recoup administrative costs for responding to procurement protests and reflects adopted local rules. The recreation/park permit structure was reorganized (Lewis & Clark Festival Park rebranded in the schedule as recreational properties) consistent with Chapter 5.03 adopted by council at the prior meeting.
Council discussed the livestock/poultry distinction during the meeting; staff reiterated that the code defines livestock to include poultry and that the permit is charged per species (for example, one permit covers multiple animals of a single species).
