The community development staff said the request included a petition signed by all abutting property owners, exceeding the two‑thirds statutory threshold (staff reported more than 92% support) and that no public objections were received during the notice period.
Staff recommended preserving public and franchise utility access through recorded easements; the council’s approval requires the applicant to pay associated mapping, recording and filing fees to Wasco County. Applicant representatives — Darren Eckman of AKS Engineering and Prabhu Patel for Design LLC — told council the vacation will allow better site circulation and reduce public‑street truck queuing.
Councilor Randall moved for adoption by title only; the motion carried. Staff said the vacation is consistent with the city’s transportation system plan and that the change will not impede access to nearby utilities, which will be afforded easements.
