Planning commission approves conditional use permit for six-unit storage building on West Sixth Street

The Dalles Planning Commission on May 15 approved a conditional use permit to site and construct a 3,450-square-foot, one-story commercial structure containing six storage units at 3826 West Sixth Street.
The permit was approved after a quasi-judicial public hearing during which city planning staff recommended approval with conditions and asked the commission to remove language that would otherwise require parking-lot landscaping on a site that will provide only two parking spaces.
Sandy Freund, senior planner with the City of The Dalles planning department, told the commission the site is 0.14 acre and located in the general commercial zoning district and that "the applicant has indicated that the development will generate 5 average daily trips, and that's been confirmed by our traffic engineer." Freund said the proposal includes on-site hard surfacing, two parking spaces (one ADA), a bicycle parking space, a pedestrian walkway, landscaping at the rear of the lot and a stormwater infiltration pond, and that the 3,450-square-foot building would include HVAC units and transom windows for each unit.
Freund recommended striking the sentence in condition 1(e) that would have required "parking lot landscaping where applicable," because parking-lot landscaping is not required for projects providing six or fewer spaces. "With that amendment, staff recommends the planning commission move to adopt resolution number PC-628A-25 approving conditional use permit CUP 214-25 based upon the findings of fact and conclusions of law set forth in the agenda and staff report," Freund said.
Jamie Crawford of AKS Engineering, the applicant's representative, said the applicant "completely agree[s] with [the staff's] analysis, findings and with, the conditions of approval contained therein," and described a narrow landscaping strip between the front of the building and West Sixth Street that will appear as a continuation of the right-of-way planting. Crawford provided the applicant's mailing address for the record as 3775 Crates Way, The Dalles, OR 97058.
No members of the public testified in favor of or in opposition to the application. After closing public testimony, a commissioner moved to adopt staff's recommendation as amended by staff; another commissioner seconded the motion. The motion passed unanimously. The commission adopted resolution PC-628A-25 approving CUP 214-25 with the amended condition removing the parking-lot landscaping language.
The formal findings and conditions, including detailed development and landscaping requirements, are recorded in the staff report and the adopted resolution. The staff report references applicable standards in the Dallas Municipal Code, Title 10, and requires a complete landscape and irrigation plan at building permit submittal, with plants and sizes identified before occupancy.
