The city’s new IT director, David Collins, told the committee the information-technology function has been consolidated and that many technology-related contractual services and assets previously budgeted in individual departments were moved to the IT department in this proposed year.
Collins said the ClearGov presentation format for the budget required editorial adjustments and that the department will manage ongoing technology contracts going forward (for example, phone and cell allowances and software maintenance have migrated to IT). He identified a proposed website redesign with an initial project cost and ongoing hosting/maintenance and highlighted continued support for the downtown public‑Wi‑Fi network (Blue Mountain Networks monthly/annual service line items were shown in the IT budget).
Staff said parts of the Wi‑Fi deployment were initially supported by private partners, but on‑going maintenance and operational costs are being placed on the city budget to ensure service reliability. Collins noted planned replacements of end‑of‑life desktop equipment and the virtualization cluster over the coming years and said the department is working to improve web hosting, security and cloud-storage arrangements.
Committee members asked about project timelines and recurring costs; Collins said the department will present vendor-agnostic summaries of needs and costs and will not discuss vendor names in detail in an open forum for security reasons.
