City awards $1.51 million contract for West Tenth Street Safe Routes to School project
Summary
The Dalles City Council authorized a contract with Crestline Construction not to exceed $1,505,847 to build sidewalks, ADA ramps, crosswalks and rapid-flash beacons on the riverside (east) side of West Tenth Street between Snipe Street and Chenoweth Loop Road, funded primarily by an ODOT Safe Routes to School grant with district and city matches.
The Dalles City Council voted to authorize the city manager to enter into a contract with Crestline Construction for the West Tenth Street Safe Routes to School bike and pedestrian facilities project (contract no. 2025-003) in an amount not to exceed $1,505,847.
City staff told the council the project covers the east (riverside) side of West Tenth Street between Snipe Street and Chenoweth Loop Road and will fill missing sidewalks, add Americans with Disabilities Act ramps at intersections, install two rectangular rapid-flash beacons (RRFBs) at Emerson Street and Chenoweth Loop Road, and a marked crosswalk network. A paved temporary pedestrian walkway with bollards is planned in front of the Watanka campus; permanent improvements there will wait for future site redevelopment, staff said. The project also includes storm drainage work and modest roadway regrading that lowers roadway grade and avoids the need for retaining walls in some sections.
Dale (city staff), who presented the project to council, said the city received a federally funded Oregon Department of Transportation (ODOT) Safe Routes to School construction grant and that the school district will provide a $200,000 local match and the city will provide $200,000. The ODOT grant balance held in the transportation system reserve fund was reported at approximately $1,994,016, which staff said covered the bid.
Bids opened April 15 and produced three responsible offers, with Crestline Construction submitting the low bid of $1,505,847. Staff recommended awarding the contract to Crestline and noted a targeted schedule that restricts work near the school during the academic year and aims for completion by Aug. 29, before school starts.
Council discussion covered the east/riverside location wording to aid public clarity, the design of the temporary asphalt path in front of Watanka (paved path separated by bollards), the meaning of “continental” or high-visibility crosswalk markings and the anticipated construction timeline. Staff said initial work might begin in May in limited sections and that full work between Pomona and Chenoweth Loop would proceed once school is out. Councilor Runyon asked whether leftover grant funds could be used for another nearby project; staff said that while current grant monies cover the Tenth Street work, adding a different location would require ODOT discussion.
Councilor Randall moved to authorize the contract; Councilor Ring seconded. The council approved the motion by voice vote. The motion carried.
