Council actions, Feb. 10: parking ordinance amended; airport engineering contract authorized; wage table revised to add assistant city manager/HR

The City Council took three formal actions on Feb. 10: it adopted an ordinance that amends Chapter 6.04 (traffic control) to expand towing and enforcement options; it authorized the city manager to select an engineer of record for the airport; and it approved a revised wage table that eliminates the human resources director classification and establishes an assistant city manager/HR position.

Ordinance (General Ordinance No. 25-1410) — traffic control The council adopted an ordinance amending certain provisions of Dallas Municipal Code Chapter 6.04 to address parking enforcement and towing procedures. Major changes described in the staff report include: authorizing the towing of boats on trailers, trailers and oversized vehicles posted with a tow notice; permitting the codes enforcement division (in addition to sworn officers and municipal court) to send pre-towing notices in certain circumstances; expanding enforcement authority so the codes enforcement division may act where the code previously referenced only an “officer”; reducing the unpaid-parking-violation threshold that can trigger towing from five unpaid violations to two when a vehicle is currently unlawfully parked; and clarifying that vehicles parked in violation of lawfully posted no-parking or time-limited signs may be treated as hazards or obstructions under Oregon law. City staff said the change to include codes enforcement across the chapter is a legal sufficiency update reflecting current practice. The ordinance was moved by Councilor Ben Ring and seconded by Councilor Randall and passed (motion carries; no roll-call tally recorded in the transcript).

Airport engineer-of-record selection The council authorized the city manager to award a professional services agreement for airport engineer-of-record services to Precision Approach Engineering of Corvallis. City staff said federal grant timing required a selection process; Precision Approach Engineering — the current engineer of record — was the sole respondent to the RFQ and has served the airport for about 20 years, staff reported. The council moved by Councilor Ring, seconded by Councilor Randall; the motion carried and staff may proceed with contract award subject to the county’s concurrence.

Wage-table revision: assistant city manager / HR The council voted to adopt a revised wage table that removes the previous human resources director classification and adds an assistant city manager/HR classification. City Manager Matthew Cleves explained the change follows a review of human-resources functions and aims to combine HR responsibilities with an assistant city manager role to provide broader management capacity. Staff estimated a net annual salary impact of roughly $6,500–$8,000 for the remainder of the fiscal year; funding was available and the position will be included in next year’s budget. The motion to adopt the wage table was moved by Councilor Dan Richardson and seconded by Councilor Tim McLaughlin.
