Planning commission elects officers, approves minutes; staff outlines housing work and code updates

The Dalles Planning Commission on Wednesday unanimously elected Cody Cornett to continue as chair and Carrie Pipinich as vice chair, and approved minutes from its Oct. 3 and Dec. 5, 2024 meetings.
Chair Cornett called the meeting to order and led the roll call before commissioners moved and seconded nominations and votes on officers and minutes; all motions carried with unanimous “aye” votes from the commissioners present.
In staff comments after business, community development staff reported the city submitted its Housing Production Strategy (HPS) to the Oregon Department of Land Conservation and Development and that the city council adopted the HPS on Jan. 27. The staff presentation said the HPS contains 19 strategies the city plans to pursue over the next eight years and noted that several of those actions will require further work, public engagement, or code amendments.
Staff also told the commission it is preparing updates to the floodplain ordinance in response to new FEMA restrictions and expects to bring a first review to the commission in the spring. The department plans a six- to eight-month economic opportunities analysis and employment buildable-lands inventory, and will assemble an advisory committee for that work.
Staff announced internal staffing changes: Paula (last name not stated) has been promoted to planning technician, and the department is recruiting for a planning secretary/administrative assistant to support the commission.
Commissioners were also reminded of a community feedback meeting on the Federal Street Plaza scheduled for Feb. 12 at 5:30 p.m.
