Council adopts 2025 goals and action plan after facilitated retreat; staff to use plan in budget process

The adopted document records policy‑level goals and prioritized actions for 2025. Councilor Ring moved to adopt the 2025 city council goal and action plan; Councilor McLaughlin seconded and the motion passed unanimously.
