City Manager Mister Cleves summarized outcomes from a facilitated goal‑setting retreat with SSW Consulting that took place Nov. 15, 2024. The result is a council goal and action plan staff compiled with consultant support and the council adopted it to guide the 2025 budget and work program.
Cleves highlighted recent city accomplishments used to inform the retreat, including improved police staffing, creation of an IT department, a new animal control contract with the Columbia Gorge Humane Society, progress on the Federal Street Plaza design ad‑hoc committee, sidewalk/ADA program work, and completion and adoption of the Housing Production Strategy.
The adopted document records policy‑level goals and prioritized actions for 2025. Councilor Ring moved to adopt the 2025 city council goal and action plan; Councilor McLaughlin seconded and the motion passed unanimously.
Ending: Council tasked staff to use the adopted goals in preparing the FY25 budget and to continue the facilitated process in future retreats.
