The Dalles Historic Landmarks Commission approved HLC application 218-24 to replace four windows on the northeast wall and a side entry door facing Court Street at 201 E. Second Street, a primary-resource historic building historically known as the Channel Building and later the American Legion Building.
Sandy Freund, senior planner and HLC coordinator, told commissioners staff found the proposed changes met the Secretary of the Interior Standards and Title 11 of The Dalles municipal code and recommended approval with conditions. "This is historically known as the Channel Building, built circa 1892," Freund said in her presentation.
Applicant Tom Jamay, who identified himself as representing the property at 201 E. Second Street, said the four windows on the second-floor northeast wall were nonfunctional and in poor condition; boarding them up remained the only other option. "What we're gonna replace it with is wood windows in the upper part. They're nonfunctional now," Jamay said, adding that the office-use plan required functioning windows.
Jamay said the proposed Court Street side door will be wooden with glass and a sidelight to improve safe access to newly usable upstairs office space; the applicants said they would match the earlier HLC-approved door work done on the building's primary facade in 2019–2020. "We obviously care about the history of the building, and we want to do the best to preserve that," Jamay said.
Commissioners asked for clarification on whether the existing fire shutters would be retained; Jamay confirmed they would be retained but propped open once the windows were functioning. The door was described in the discussion as approximately 8 feet tall to meet accessibility and code requirements for the renovated upstairs space.
A commissioner moved to approve the application with the staff conditions; the motion was seconded and carried by voice vote. No members of the public spoke in opposition.
