The Llano City Council on a motion tabled action to set collection-station rates and the number of days the facility will be open after numerous residents told the council the current schedule and fees create barriers to proper disposal and to local development.
Multiple citizens said the collection station is losing money, that removing vouchers and reducing open days has inconvenienced residents and builders, and that recent increases in dump rates are making demolition and redevelopment financially difficult. One commenter said the city's demo and renovation activity depends on prompt, affordable disposal and urged the council to lower rates to attract more users; another cited a six-month study showing more than 3,000 visits when the station operated four days a week, including visitors who spent money in town.
Staff and council members noted the collection station's financial losses and the need to analyze who uses the facility (residents vs. nonresidents), current fees in the region, and transaction data collected since the Square payment system was introduced. Staff said bulk curbside pickup is included in the Waste Connections contract for up to one extra cubic yard per week without extra charge; anything over that incurs a fee. Public commenters asked that nonresidents be permitted to use the facility at a fee and suggested that increasing volume with lower per-user fees might cover operating costs.
Given the complexity and public interest, council member moved to table the item until the incoming or negotiated city manager can review, and the motion carried on a voice vote. Council asked staff to return with usage data, revenue and expense figures, and options for adjusting days open or user fees.
