Mark Wines, director of pupil services, updated the board on Act 12 reporting and said citations that meet the Act 12 reporting criteria for the reporting period occurred only at Burlington High School and included aggravated battery, possession of a controlled substance and disorderly-conduct ordinance violations.

Wines told the board the district had flagged citations that occurred on school grounds during school hours, during after-school events or on district-provided transportation. He said the incidents reported under the criteria were concentrated at the high school and that none were reported from other secondary programs the district operates (Wisco, Project Win, or FRC).
Wines reviewed definitions for battery, substantial battery, possession of alcohol or a controlled substance and disorderly conduct so board members understood the categories being reported. He said the district uses a progressive-discipline framework and collaborates with families and administrators to handle incidents consistently.
When asked about month-to-month patterns, Wines said incidents tended to "bookend" the year with higher counts at the beginning and end of the school year; he said there were no midyear spikes that required an immediate change in operations. Wines said the district intends to review Act 12 data quarterly and respond with appropriate interventions.
No formal board action was taken; Wines said he will return with routine annual updates as required.
