Commission approves Vado New Horizons Phase 1 final plat for workforce housing; applicant and staff note infrastructure work remains

Dona Ana County commissioners on Sept. 9 approved the final plat for Phase 1 of the Vado New Horizons subdivision, a Tierra del Sol Housing Corporation project intended to create workforce and affordable homeownership opportunities in Vado.

The board approved the final plat after the applicant and engineers described infrastructure work completed for the phase and the county’s determination that the subdivision met substantial‑completion requirements. Rose Garcia, executive director of Tierra del Sol Housing Corporation, told the commission the master plan comprises 97 lots and that the project is being developed in phases to make construction financially feasible. "It's a large development master plan of 97 lots," she said, and added the homes are intended for low‑ and moderate‑income families and workforce households.

Why it matters: Local advocates and county leaders said the subdivision expands affordable homeownership opportunities in south county. The development brings water, sewer and drainage infrastructure to an area that previously had limited services, which officials said may reduce barriers to housing and improve living conditions.

Details and clarifications: County staff initially described Phase 1 as containing 41 lots; the applicant’s engineer said Phase 1 includes 42 lots. The project team said Phase 1 has met county substantial‑completion standards for roads, water (Lower Rio Grande Public Water Works Authority) and wastewater connections, and that subsequent filings will follow for Phase 1B and later phases. Garcia said Tierra del Sol has discussed future walking or biking paths and would consider park space if the county helps with long‑term maintenance.

Commissioner follow‑up and vote: Commissioners asked about recreational space, pedestrian connections and future project phases. The board voted to approve the final plat; the clerk recorded all commissioners voting in favor. Staff said additional engineering and design work for remaining phases would return to the county for review.
