Winnebago County approves professional services for Madigan Creek restoration, county share $135,000

The Winnebago County Board approved a resolution authorizing a professional‑services agreement with Hay & Associates Inc. for Phase 1 of the Madigan Creek restoration project. Public Works Committee members said the work addresses drainage and flooding issues in the Bell School Road corridor. Committee Chair Dave Tassoni said the restoration project has $1.2 million in project costs and that the county’s share is approximately $135,000. The resolution authorizes county design and oversight services to advance the restoration and supports a grant application and construction schedule. Tassoni said the work is intended to help with repeated drainage and flooding problems between Newburg and Mill Road. The resolution was moved in committee by Tassoni and carried to the full board; the board approved the professional‑services agreement after the committee report. Committee and board members discussed communications to residents in affected neighborhoods; staff said resident notification would occur as the project schedule is finalized. The project is expected to make the county eligible for state or federal grant funding tied to watershed restoration and flood mitigation.
