Council approves $140,750 in transient room tax recreation grants; members urge transparency on applications

The Hermiston City Council approved Tier 2 recreation grants funded by a share of the city’s transient room tax (TRT), authorizing total awards of $140,750 after a committee review of applications. Council members discussed the process and financial prudence before voting.

Councilor Roberts, who had not previously served on the TRT committee, asked how staff arrived at the $125,000 initial budget figure; staff answered the budget figure was conservative, that revenue to that fund has grown and the committee recommended awards that exceeded the conservative estimate but were supported by accumulated fund balances. Staff said many applicants either received partial awards or were not funded because the committee judged some projects did not meet TRT criteria related to tourism or economic impact.

Several councilors asked for more detail in future packets, including a brief description of each applicant’s proposed use of funds and the committee’s deliberations. Council members thanked the committee for work that reduced hundreds of thousands in requests to a smaller set of awards and discussed whether parks and recreation programming should instead be funded from the general fund. Staff said the parks department typically uses general fund property tax dollars for operations; TRT funds are intended to support events or amenities that promote tourism.

The council adopted the consent‑agenda item approving the awards after discussion. One councilor asked staff to remove the committee chair’s name from the staff summary where it incorrectly indicated the councilor chaired the committee; staff acknowledged the clerical error and said they would correct it.
