Council renews IT service IGAs; Horizon agreement expands monthly hours
The Hermiston City Council voted June 23 to renew intergovernmental agreements (IGAs) for information technology services with neighboring cities, counties and special districts and to approve a first amendment increasing monthly service hours for the Horizon project.
City Manager Smith told the council the city had completed three years of service under the original agreements and that the renewals include an annual inflationary rate and, in some cases, additional monthly hours. Smith said Morrow County requested only a one-year renewal to allow further revisions by its finance director.
On the Horizon project IGA the council approved a first amendment to increase billed monthly hours from 12 to 18 to match services the city has been providing informally. Smith explained the amendment is formalizing service levels the city already delivers; ‘‘we've been giving this level of service over the last year or so,’’ Smith told the council.
Conflict of interest disclosure
Before the Horizon-item vote the presiding official disclosed a potential conflict: he said he serves on the Horizon project board of directors and receives ‘‘no monetary compensation,’’ and formally declared the potential conflict on the record prior to the council vote.
Action and votes
- The council approved Resolution 23-76 (IGA renewals) and Resolution 23-77 (Horizon IGA first amendment) and Resolution 23-78 (IGA with Umatilla) by roll call; each motion passed unanimously, 6–0. - The Horizon amendment increases contracted hours from 12 to 18 per month and includes an annual 3% inflationary increase in rates.
Why this matters
The renewals and the Horizon amendment codify the scope and pricing for IT services the city provides to neighboring jurisdictions.
