The Hermiston City Council voted March 24 to award a contract to Tapani Inc. to replace the aging control system at Well No. 4, the city’s major raw water supply, using the low responsive bid of $525,000.
Public Works staff described the existing controls as mid‑1960s vintage and unreliable and said the well provides about 2,500 gallons per minute to the city water system. “Well Number 4, provides about 2,500 gallons a minute, to our water system,” Public Works briefed the council.
Staff noted the project has been in the city’s capital improvement plan since 2018 and that inflation, supply‑chain issues and recent federal tariffs on electronics had driven the final construction cost higher than earlier estimates. The city opened bids and received five responsive bids; Tapani Inc. submitted the low bid and has previous experience with the city on similar work.
Councilor Roberts asked whether ratepayers would see an immediate rate increase. Finance staff replied they do not anticipate a rate increase specifically tied to this project in the near term and that utility rates are set according to the capital improvement plan across all projects; staff said they would shift project timing as needed to manage rate impacts.
The council approved Resolution 23‑61 to award the contract; the contract award was confirmed by roll call vote and passed unanimously.
