The Umatilla City Council on Aug. 19 approved its meeting agenda, adopted the consent agenda, confirmed appointments and conducted second reading adoption by title of an ordinance before recessing into executive session to discuss real property negotiations.
Early in the meeting the council amended the agenda to add a City of Anthony report item and to revise the executive session statutory basis; a motion to approve the amended agenda passed on a roll call with the chair indicating the motion carried.
Later, the council approved the consent agenda (item 7.1) on a motion and roll call vote. The council also moved to confirm appointments; one action named in the meeting was a planning commission appointment and the mayor asked the council to confirm a nominee. The council debated reopening the application period for some commissions to encourage new applicants and ultimately took votes to confirm some appointments and to re‑open submissions for others during the meeting.
Councilors conducted a second reading and adoption by title of an ordinance (item 9.3) on a motion and roll call. The council then considered Resolution number 07Dash2026 (referred to in the meeting as 07‑2026 and at one point as 07126); a motion to approve the resolution passed on roll call.
Near the end of the meeting the council voted to pause general session and move into executive session to discuss real property negotiations consistent with the statutory authority cited by staff (recorded in the meeting as ORS 192…660(2)(e) in the transcript). City staff and designated representatives were permitted to attend the executive session. The chair instructed members of the press not to disclose deliberations from the executive session and said any final decision would be announced following the closed session.
Motions and roll call votes on the agenda, consent agenda, ordinance adoption and the resolution were recorded as carried; the transcript records “the ayes have it” or similar roll‑call affirmations for those items. The meeting then recessed for the executive session.
