Representatives of a local navigation center and a community nonprofit briefed the Umatilla City Council on Aug. 19 about operations, recent grants and partnerships, and the city welcomed new volunteer Community Accountability Board members.

A nonprofit representative who identified herself during the packet presentation summarized operational metrics and grant support: the center reported monthly guest counts of 411 in April, 438 in May and 414 in June and said it had secured partial funding — described as a $30,000 grant with $15,000 remaining — to pay for an awning installed at the navigation center entrance. The presenter also said the group had secured Amazon funding for rain garden beds and marketing assistance for outreach events.

“We continue to be fully staffed…Tickets are now available on our website and Facebook event,” the presenter said, listing classes and workshops offered to clients including resume and interview skills, and recreation. The presenter said partnerships with local construction‑education programs had supported site improvements.

Separately, the council welcomed and administered the oath of office to nine volunteer members of a newly formed Community Accountability Board — a volunteer panel intended to provide restorative options for certain juvenile or low‑level offenders. During the swearing‑in, the presiding official led members in the standard oath: “Do solemnly swear that I will support the Constitution of the United States and the Constitution of the State of Oregon…that I will faithfully…discharge the duties of the community accountability board member.”

Councilors thanked the organizations and volunteers for their work. Staff noted the navigation center’s ongoing projects, including an outdoor kitchen and fire suppression system tied to the navigation center’s reopening plans; staff asked councilors to refer any questions about grant details to the presenter.

No formal council action was required for the presentation; the appointments to the Community Accountability Board were ceremonial oaths administered during the meeting.
