City hears transportation safety plan; Powerline Road roundabout design moves forward

Key strategies in the plan include preparing an Americans with Disabilities Act transition plan, improving sight distance at intersections, applying targeted pavement markings and signage, evaluating posted speeds, and prioritizing sidewalk and multimodal corridors near schools and transit routes. The consultant highlighted several priority projects: a roundabout on Powerline Road, a signal addition at the I‑82 northbound ramps to reduce conflict and improve truck movements, and building Powerline Road to the city standard with a two‑way left‑turn lane and sidewalks. The presentation noted relatively low raw collision counts (the highest intersection had 20 collisions in five years) but emphasized that vulnerable users (pedestrians and bicyclists) merit focused improvements.
Council then considered Resolution No. 40F‑2025, an intergovernmental agreement and budgeting action to provide design funds to ODOT for the Powerline Road roundabout concept design. Staff said the project’s total concept/design budget is roughly $370,000 to $400,000 and that the city will provide an initial contribution under the intergovernmental agreement; the roundabout is one phase of a multi‑phase Powerline Road improvement effort. Council approved the resolution and the initial funding contribution.
Staff also reported that construction work has begun on Powerline and Madison streets; Madison work is expected to finish before the next school year, while Powerline improvements will proceed in multiple phases with a later phase scheduled around 2029–2030. Temporary closures for paving on H, I and Seventh Street (June 26) were also announced.
