The Umatilla Planning Commission approved Conditional Use CU-2-25 allowing Zayo to add a second fiber 'hut' (fiber shed) behind the bridge. The proposal includes site-plan review for a utility facility, which the staff said triggers automatic conditional-use review.
Staff explained Zayo is an upstream fiber-service provider that supplies regional network capacity to local carriers; the new hut would be placed just west of an existing hut on what will be a combined lot. Staff noted street and land improvements were already in place, but that existing landscaping along the frontage had died and the applicant would be required to replant to meet city standards. The staff report also noted the applicant had submitted a property-line adjustment to combine two tax lots, and that the updated county tax information did not arrive in time to update the public-notice map.
The commission closed public testimony, deliberated briefly and approved the conditional-use request. Commissioners discussed screening and landscaping options; staff said the city has accepted either landscaping along the entire street frontage or landscaping around the fenced facility perimeter in past utility cases, and that in this instance the applicant elected to landscape the full frontage.
