Planning commission approves Amazon replat to create new lot near South Hill data centers

The Umatilla Planning Commission on Feb. 25 approved Replat RP-2-24, which combines portions of two existing parcels near the South Hill data-center construction to create a new 63.62-acre lot.
Staff told the commission the overall lot did not meet the literal 2.5 width-to-depth ratio stated in code for the entire parcel, but the applicant identified a buildable area inside existing easements and slopes that staff concluded meets the intent of the code. Staff recommended approval. The commission closed public testimony, deliberated and voted to approve the replat.
The staff report noted significant encumbrances on the property including large electrical transmission-line easements, an existing telecommunications tower and steep slopes down toward Interstate 82. Staff described the darker-shaded area on the submitted site plan as the primary buildable portion that would be used for development. Parcel acreages in the staff presentation were given as about 202.37 acres and 159.03 acres for the two existing lots, with the new lot created at roughly 63.62 acres.
No members of the public offered testimony in favor or opposition at the hearing. The commission closed the record before deliberation. A motion to approve the replat passed without recorded dissent.
The commission’s approval was procedural and based on the application materials and the staff finding that the identified buildable area met the code’s intent despite the lot’s overall width-to-depth ratio. Any future building permit review will be subject to site-specific standards and applicable code requirements.
