Umatilla council certifies election, swears in new members and names Darren Duffoff council president

At its Jan. 7 meeting the Umatilla City Council certified the recent election results, administered oaths of office to three council members, elected Darren Duffoff as council president and approved a slate of committee appointments and the 2025 council calendar.
The Umatilla City Council on Tuesday certified the results of the recent municipal election, swore in three newly elected council members and organized for the year, voting to name Darren Duffoff council president.
The certification motion was made and approved early in the meeting and the council then administered the oath of office to Darren Duffoff, Ashley Wheeler and Bruce McQueen. The council later moved to elect Duffoff as council president; the motion was seconded and approved by voice vote.
The organizational work continued with the council approving the 2025 meeting calendar with an added workshop and tour on Feb. 1. Councilors also approved a set of standing-committee appointments and board reappointments: Kelly Nobles was reappointed to the planning commission, Lyle Smith was appointed to the planning commission, and the council accepted Keith Morgan’s resignation and declared a vacancy. Molina Henke and Isaiah Gonzalez were reappointed to the library advisory committee; Judy Simmons was reappointed to the budget committee; and Lisa Dillon (Dillon/Delynn in audio) was reappointed to the parks and recreation advisory committee.
Votes on routine items — including approval of the agenda (with the Feb. 1 addition), consent minutes for Nov. 21, the 2025 calendar and the slate of appointments — were made by motion, second and voice vote; the meeting record shows the motions carried with the ayes prevailing.
The council opened the meeting at 7 p.m., completed a roll call and led the Pledge of Allegiance before continuing with the organizational business. City staff provided the meeting materials and facilitated each motion and vote.
Several council members offered brief remarks during the session welcoming the new year and thanking volunteers who serve on advisory bodies. No contested roll-call tallies were recorded in the audio; outcomes are recorded in the minutes as approved.
