Marine City Council on Aug. 28 approved supplemental appropriations for the Pinnacle Road culvert replacement and adopted Resolution 8170-3205 awarding the construction contract to Broom Block Construction Inc.
Council members voted to suspend rules and adopt Ordinance 2197-25 as an emergency to provide funding in the capital improvement fund and to transfer $288,000 from the general fund to cover the expenditure. During the appropriation reading the ordinance text included figures read as “2,288 thousand and 68” and a transfer of $288,000; the meeting record contains inconsistent numeric readouts for the appropriation and the project total.
Following the appropriation, the council adopted Resolution 8170-3205 awarding the 2025 Pinnacle Road culvert replacement contract. The resolution as read in the meeting records an accepted bid amount of $261,880 (one reading of the minutes records $261,882) and approves a total project amount of $288,068. The resolution authorizes the city manager to execute the contract and any needed change orders within the specified amount.
The ordinance and resolution were adopted by roll-call votes at the Aug. 28 meeting. The minutes record affirmative votes by the majority of councilmembers and final adoption at the same meeting; the appropriation and transfer were passed as an emergency under the city charter.
No additional contingency or phasing details beyond the contract award amount and the authorization for change orders were recorded in the meeting discussion. The council did not record any public-comments addressing the culvert project during the agenda item hearing.
