The Board of Aldermen voted to forgive a $10,000 buyout forgivable loan made to Horizons Early Learning Center and authorized the mayor to notify the borrower and the treasurer.
The Rutland Redevelopment Authority reviewed the borrower’s final report and concluded that the center had met the loan agreement obligations; the RRA recommended forgiveness at their Aug. 26 meeting. On Sept. 2, the board approved the forgiveness and authorized the mayor to sign the notice to the borrower.
Why it matters: The center is already operating at its renovated facility; presenters said 54 children were enrolled and the site will ultimately have capacity for up to 63 children including infants. Board members said the project expands local child-care capacity and creates jobs, helping working families and supporting the local workforce.
What board members said: Members praised the redevelopment authority and the project’s owners. Alderman Downey noted the center’s role in improving workforce participation and commented on regional unemployment and child-care shortages. Presenters said the facility has been open about 11 weeks and thanked the city for the support.
What’s next: The mayor will notify the borrower and treasurer that the loan has been forgiven as of the date recorded by the board. The board recorded the motion and approved it by voice vote.
