Planning staff updated the commission on monthly zoning activity, occupancy permits and the annual development-impact-fee adjustment.

Staff said 49 occupancy permits were issued this month related to Rolling Hills, bringing Rolling Hills occupancy to about 99%. Price Ponds is approximately halfway through its zoning-certificate process, Magnolia is near completion of zoning certificates for its lots, and Meadows at Sunbury (the new apartment project on Sunbury Meadows Drive) submitted occupancy materials and will be reflected as occupied in the next report.

Year‑to‑date figures reported by planning staff include 82 single‑family homes and 154 multifamily units. Staff noted the city issued over a thousand permits in the review period covered by the earlier permit-fee analysis and that a high share of those did not carry separate fees because they were captured under the residential zoning certificate.

Finance provided an annual development‑impact‑fee adjustment covering January 2024 to June 2025: staff reported a 2.63% inflationary increase to impact fees unless council intervenes. Staff said impact‑fee revenues are collected at the time developments commence construction and are used for municipal infrastructure such as roads and parks.
