The Eastern Delaware County Joint Recreation District approved the Ohio Plan insurance proposal and authorized staff to execute the necessary signature and enrollment documents. The motion passed 6-0.
The board reviewed a package from the Ohio Plan that the district's staff and agent tailored to the joint recreation district’s operations. Staff said the proposed coverage includes general liability, public officials errors and omissions, employers liability, cyber coverage and certain package elements applicable to the district; the proposal does not assume law-enforcement liability. The board discussed that the Ohio Plan provides membership risk-management support such as policy-review assistance for personnel manuals and public-complaint procedures.
Why it matters: obtaining a liability and property insurance package is required before hiring staff or committing to many operational activities. Board members raised questions about specific coverages and direct costs; staff confirmed the district’s 2025 budget includes a $55,000 appropriation for insurance and that the district can process payment once funds are available.
Procedure and execution: the board untabled the insurance item, moved and approved a motion to proceed with the Ohio Plan proposal “as soon as practical,” and assigned either the chair, vice chair or fiscal officer (per a previously adopted resolution) to sign the necessary paperwork. Staff agreed to scan and route the executed documents and to coordinate payment and reimbursement arrangements with member jurisdictions.
Outcome: the board approved moving forward with the Ohio Plan coverage and directed staff to complete enrollment and payment logistics. The vote was recorded as six ayes and no opposing votes.
