The City of Sunbury Council unanimously approved Resolution 2025.25 on Sept. 3 to appoint two residents to the municipality’s first Tax Incentive Review Council (TIRC). The council voted to suspend the rules to take immediate action; roll call indicated seven yeas.
City Administrator Hennessy explained that Sunbury historically relied on the county board for tax incentive reviews but is establishing its own municipal TIRC. The mayor must appoint two resident representatives with council approval. The resolution names Josh Taylor and Shannon Stark as the two resident members for three‑year terms beginning Sept. 1 (resumes were included in the council packet, Hennessy said). Additional members will include a council representative, the mayor, the finance director, the county auditor and a school district representative.
Councilman Grumby moved to suspend the rules and to approve the appointments; the motion passed on a roll‑call vote. Hennessy said the council expects to meet later in the month to review the status of existing tax increment financing and community reinvestment area agreements and to orient the newly formed review council.
The appointments were approved by unanimous vote and are scheduled to take effect immediately, with the initial TIRC meeting anticipated later in September.
