The Dayton City Commission on Aug. 6 gave first reading to an ordinance that would rezone two parcels at 742 and 746 North Belmont Park from MR‑5, mature single‑family residential, to CI, Campus Institutional. The application was filed by Kettering Health Network and affects about 0.21 acres.
Planning staff said the parcels already sit adjacent to Grandview Hospital and were included in the hospital's general development plan approved in 2020. “I am here to take us through the rezoning application for 742 To 746 North Belmont Park,” Elizabeth Dakin, a planning division staff member, told the commission.
The rezoning would align the two parcels with the zoning of the adjacent hospital campus so future uses on those lots would be reviewed under the same CI standards and as part of an updated general development plan. Dakin said an application to update the campus general development plan is expected to come forward in the near future.
The North Central Priority Land Use Board recommended approval on June 4, and the city plan board recommended approval on June 10. Planning staff recommended approval at the commission meeting. Commissioner Terence Loss asked whether neighbors had pushed back; Dakin replied that there was no opposition to the rezoning itself but that residents had expressed concern about what might be built there in the future.
The commission opened and closed the public hearing with no registered speakers and moved the matter forward. The legislation implementing zoning case PLN2025‑00156 will be Ordinance No. 32155‑25; the commission gave that ordinance a first reading only.
If the rezoning ordinance advances, development of the parcels would require an update to the Grandview Hospital general development plan and any subsequent approvals specified by that plan.
