The Seminole County Code Enforcement Board on Aug. 28 ordered James R. Mumper and Crystal Mumper to correct three property-maintenance violations at 1902 Long Pond Drive in Longwood by midnight on Sept. 11, 2025, or begin daily fines.
The board heard evidence from Shannon Henson of the Seminole County Sheriff’s Office Code Enforcement (North Region), who presented photographs and a timeline of inspections showing notices sent in February and March 2025 and follow-up inspections through Aug. 27, 2025. Henson told the board the property is in violation of the Seminole County Land Development Code and Seminole County Code chapter 95, and recommended orders for repair and deadlines for compliance.
The board’s action matters to neighbors because the violations include a collapsed fence that leaves an unsecured pool and an accumulation of stagnant water and rubbish. Neighbor David Strain, who lives across the street, told the board he has lived on Long Pond Drive since 1986 and described the property’s decline, saying some vegetation now blocks views of the house and that he has seen snakes, rodents and coyotes on the lot. "I've lived there since 1986. I'm the original owner of our house," Strain said, and described repeated failed attempts by neighbors to get the property repaired or purchased for rehabilitation.
Henson recommended three separate orders tied to the three code sections: repair or replace the fence to its original upright condition (Seminole County Land Development Code, chapter 30, part 14, section 30.14.19(i)); remove or clean stagnant or foul water from the pool (Seminole County Code chapter 95, section 95.4 as defined in 95.3(f)); and remove all rubbish (Seminole County Code chapter 95, section 95.4 as defined in 95.3(a)). The board approved staff recommendations for each case with the same compliance deadline, ordering:
- Fence repair: compliance by Sept. 11, 2025; $50 per day fine for continued violation.
- Stagnant/foul pool water: compliance by Sept. 11, 2025; $250 per day fine for continued violation.
- Rubbish removal: compliance by Sept. 11, 2025; $100 per day fine for continued violation.
Board members moved and seconded the motions to accept staff recommendations for each of the three companion cases and the board approved the recommended orders. During questioning, officers confirmed the county had secured the pool area with temporary fencing for public safety, and Henson said she had posted the property and documented the noncompliance with photographs taken on multiple dates earlier in 2025.
The board’s orders are administrative enforcement actions that require the respondents to contact the code officer to verify compliance. If the respondents do not comply by the deadlines the board set, daily fines specified in the orders will begin to accrue.
The board heard the three companion cases together and accepted the code officer's factual presentation and recommendation. The neighbor testimony was received as evidence of the nuisance and safety concerns affecting adjacent properties.
