Council rescinds earlier resolution, reauthorizes Provo's participation in Utah Valley HOME Consortium

The Provo City Council voted unanimously to rescind an earlier resolution and approve an interlocal cooperation agreement allowing Provo to participate in the Utah Valley HOME Consortium for HUD's HOME program for fiscal years 2026–2028. Melissa McNally, the city's community grants administrator, told the council that HUD required additional language be included after the council's June action, so staff brought back a rescission and replacement resolution for approval. “This is why the rescission, and then we're asking for you to approve the resolution again to participate in the Utah Valley HOME Consortium,” McNally said while presenting the item. Council members expressed support for the program and thanked staff for their work. Councilor Craig Christiansen commented that the program is needed and expressed appreciation for Provo's role. The council then voted to approve the resolution, with the item passing by a 7-0 vote. The action rescinds the earlier June resolution (identified in the agenda as Resolution 2025-32) and authorizes execution of the interlocal cooperation agreement required for participation in the consortium under HUD's HOME program for fiscal years '26–'28. McNally said HUD returned the application with required language changes that prompted the resubmission. No public comments were offered on the item at the meeting, and council discussion was limited to expressions of support. The approved resolution and the interlocal agreement will be executed by city staff according to the packet instructions and HUD timelines.
