Pasco council amends municipal code on car-wash siting to align with drive‑through standards

The Pasco City Council on Sept. 2, 2025 adopted Ordinance No. 4787 to amend language in the Pasco Municipal Code governing car washes in the C‑1 neighborhood business district, aligning that code subsection with drive‑through design standards the city adopted earlier this year. City planning director Haley Mattson said staff discovered a conflicting reference after the council adopted revised drive‑through standards in May and brought this technical correction to council. The amendment updates PMC subsection 25.85.020(14) to retain allowed car washes while directing applicants to the new drive‑through design standards. Mattson said the code change "is now edited correctly, and we have the correct reference in here now, and we've triple checked it, so it should be good to go and will coincide with the code change from earlier this year." There were no members of the public who testified at the hearing. Mayor Pro Tem Grimm moved to adopt the ordinance; Councilwoman Blaisdale seconded. The motion passed unanimously by roll call. The amendment is a code clarification; it does not itself rezone property or approve any individual car‑wash permit. Applicants seeking to develop car‑wash facilities will be required to meet the city’s drive‑through design standards when applying for permits.
