Director Maria Sarah told the City Council on Aug. 25 that work by Apollo Inc. on Phase 2 of the West Pasco Water Treatment Plant focused on pumping capacity and electrical improvements so the plant could distribute water added in Phase 1. The original plant served about 6 million gallons per day; Phase 2 expanded it to about 12 million gallons per day, and staff described plans eventually to reach 18 million gallons per day in a future phase. The contract award was reported as about $11 million; after change orders — including transferring work from Phase 1 into Phase 2 and electrical adjustments — staff said final construction costs reached $11,100,000. Sarah said funding combined American Rescue Plan Act (ARPA) funds (a grant), a low-interest loan from the state Department of Health (20-year repayment term) and revenue from utility rates. The item was a workshop presentation; no formal acceptance vote was taken at this meeting.
