Pasco council annexes west-side parcels to city limits for Desert Bloom, SG Land Management

The Pasco City Council on Sept. 2, 2025 adopted Ordinance No. 4786 to annex two parcels south of Burns Road submitted by SG Land Management LLC and Desert Bloom LLC, bringing the land inside the city limits. City planning director Haley Mattson told the council that the annexation petition met procedural requirements and outlined the timeline: the notice of intent was filed with the city on April 2, the council accepted the notice on June 2, and Franklin County certified the petition as sufficient on July 23. The public hearing for the annexation was posted Aug. 8 and published Aug. 10. The annexed area is inside the city’s previously adopted comprehensive plan boundary, Mattson said, and a separate hearing examiner process will determine zoning for the parcels. "That recommendation has been provided to city staff, and it's currently in the appeal period window," Mattson said, noting that if zoning is appealed it will follow the municipal code appeal process. Applicant Andrew Libert, representing Desert Bloom LLC, spoke in favor of annexation and said the property was included in the city’s 2021 comprehensive plan and urban growth area. He said bringing the parcels into the city supports efforts to increase housing supply: "We're just asking for annexation so that we can help meet council's agenda to provide affordable housing." Mayor Pro Tem Grimm moved to adopt the ordinance; Councilwoman Blaisdale seconded. The motion passed unanimously with votes in favor from Councilwoman Blaisdale, Councilmember Peralez, Mayor Pro Tem Grimm and Mayor David Milney. The council record notes that zoning will be established by the hearing examiner and remains subject to any pending appeals. The next step is the hearing-examiner review to set zoning and, if appeals proceed, the matter could return to council under the city’s code-defined appeal process.
