The Franklin Historic Zoning Commission on Sept. 8 approved site alterations at 1002 Fair Street, in the Hincheyville National Register Historic District, authorizing a rear-yard pergola and a pea-gravel rain garden. Staff recommended approval with conditions, and the commission voted in favor.
Staff explained the property is within the Hincheyville National Register Historic District and described the proposal as “the installation of a pergola behind the principal building and the installation of a pea gravel rain garden.” Staff recommended approval of the site alterations with conditions.
Applicant Jeff Fleischauer told the commission the owners had considered several design scenarios and “landed on just the pergolas.” No members of the public spoke on the item. Commissioner Mary moved for approval with staff conditions; Commissioner Brian seconded the motion and the commission approved the item.
The approval covers the pergola and the rain-garden material as shown in the submittal and is subject to the staff conditions discussed at the meeting. Staff conditions and any required details on the pergola materials or rain-garden construction will be addressed as part of building or site permits.
