The Park City Council on Aug. 26 approved a construction contract and a requested extension of the special‑assessment period for Briar Brook Second Addition.
Staff presented bids opened Aug. 21 for the water, sanitary sewer and paving work in the Briar Brook Second subdivision and recommended awarding the contract to Conspect, doing business as Kansas Paving, as the lowest bidder at $1,402,388.50. The council authorized the mayor to finalize a contract not to exceed that amount.
Separately, the developer requested that the city extend the usual two‑year window before levying special assessments to three years for this addition because of the project's size and the time needed to complete infrastructure and homebuilding. Staff explained levying assessments later increases capitalized interest during the temporary‑note period and noted federal tax rules limit capitalized interest to three years. Staff said an additional year of carrying cost is ultimately paid by the property owner when assessments are levied and is funded through the developer’s temporary financing converted later to general obligation bonds.
The council approved the request to extend the special‑assessment levy to three years for Briar Brook Second Addition, with council members noting the vote applies only to this specific project and not as a change in general city policy. Council also approved the Conspect/Kansas Paving contract at the low bid price.
Staff said the Briar Brook improvements are funded initially with temporary financing and ultimately with long‑term general obligation bonds and special assessments against benefited properties. The extension gives the developer extra time to complete construction and sell lots before assessments are levied.
