Park City Council approved three related equipment purchases on Sept. 9 for utility and snow operations: a replacement hydrovac, a new 2024 Chevrolet Silverado 5500 to replace an older dump truck, and a 10-foot snow plow with a carbide cutting edge.
Staff said the existing hydrovac (purchased in 2021 for about $103,000) is undersized for current tasks, has required repeated repairs and increases labor time. Using Sourcewell pricing, the recommended Ditch Witch HX50 hydrovac was quoted at $134,109.57; staff estimated the current machine could bring approximately $45,000 if sold on Purple Wave. Jim Schrader moved to approve the hydrovac purchase; the motion passed 7-0.
On fleet replacement, staff reported the prior large dump truck had been out of service and sold; staff proposed instead to purchase a Silverado 5500 chassis at state contract price ($62,400) and later contract locally for bed/plow equipment. Council approved the chassis purchase to be paid from the vehicle replacement fund.
Related to snow operations, staff requested purchase of a 10-foot plow and carbide cutting edge in an amount not to exceed $16,426 from American Equipment Company; council approved payment from the streets and highway fund.
The nut graf: the purchases aim to restore operational capacity and reduce repetitive repair costs; staff recommended the hydrovac from a local service center and state-contract chassis pricing for the truck. Council approved all items unanimously.
Implementation notes: staff said additional outfitting costs (dump bed, plow installation on the Silverado) may return as separate procurement requests. The hydrovac purchase will be paid from a utility CIP/CEF improvement transfer, the chassis from the vehicle replacement fund, and the plow from streets funds.
